The paradoxical liaison consonant after the conjunction "quand" in French

What is it about?

Unlike other liaison consonants in French, which normally occurs only before a vowel, a liaison consonant [t] after the conjunction "quand" may be observed before a word beginning with a consonant, as in "je me demande quand [t] Pierre viendra" (I wonder when Pierre will come).
